Glossary of Terms and Definitions

Association - a group of taxicab owners organized for the purpose of engaging in the business of taxicab transportation for common benefits regarding operation, color scheme, or insignia.

Commission - the District of Columbia Taxicab Commission established pursuant to the "District of Columbia Taxicab Commission Establishment Act of 1985," as amended (DC Law 6-97; DC Code 40-1701 et seq. (1986 Repl. Vol.)).

Company - any person, partnership, or corporation engaging in the business of owning and operating a fleet or fleets of taxicabs having a uniform color scheme.

District or DC - the District of Columbia.

District of Columbia Taxicab Commission License (DCTC) - the vehicle license issued pursuant to 31(d) of the License Act (DC Code 47-2829(d) (1987 Repl. Vol.)).

Face - the license (identification card) issued under 31(e) of the License Act (DC Code 47-2829(e) (1987 Repl. Vol.)).

Fleet - a group of twenty (20) or more taxicabs having a uniform color scheme and having unified control by ownership or by association.

Group Riding - the transportation of two (2) or more passengers whose trip has a common point of origin and a common destination.

Identification Card - the license (face) issued under 31(e) of the License Act (DC Code 47-2829(e) (1987 Repl. Vol.)).

Independently Operated Taxicab - any taxicab which is not part of a fleet and which does not operate under the uniform color scheme of any fleet, company, or association.

Individual Riding - the transportation of a single passenger for an entire trip.

License Act - Public law 237, 72nd Congress, 47 Slat. 550, approved July 1, 1932, DC Code 47-2801 et seq. (specifically DC Code 47-2829 (1987 Repl. Vol.)).

Notice - notice of transfer under Section 507 of this title.

Office - the Office of Taxicabs established by DC Code 40-1712 (1986 Repl. Vol.).

Operator - any person operating a taxicab (vehicle) for hire.

Owner - any person, corporation, partnership, or association which holds the license to a taxicab required to be the registered in the District of Columbia. This includes taxicabs that are subject to an agreement for the conditional sale or lease with the right of purchase upon performance vested in the conditional vendee or lessee, or held by a mortgagor.

Panel on Adjudication - DC Code 40-1701 et seq. (1986 Repl. Vol.)).

Panel on Rates and Rules - the Panel on Rates and Rules established pursuant to the "District of Columbia Taxicab Commission Establishment Act of 1985," as amended (DC Law 6-97; DC Code 40-1701 et seq. (1986 Repl. Vol.).

Personal Service - any service requested by a passenger which requires the taxicab driver to leAve. the vicinity taxicab.

Shared Riding - the transportation of two (2) or more or more passengers whose trips hAve. either a different point of origin or a different destination.

Street - any street, Ave., or road designated on the Permanent System of Highways of the District of Columbia as a public thoroughfare.

Taxicab - any passenger vehicle for hire having a seating capacity of eight (8) or fewer passengers, exclusive of the driver, and operated as a vehicle for passenger transportation for hire by taxicab.
